		<description>The disappointment on Ch. 13 is palpable.  They wanted to see major levees flooding, looting in the streets, and people on bridges again.  The best so far they&#039;ve managed is a downed awning.

Jefferson County (TX) officials STILL won&#039;t give the OK for the mandatory evacuation order to be lifted.  On-the-spot sources say they haven&#039;t even gotten rain.</description>
