\u00a1\u00a1\u00a1LIBERTAD, CONSTITUCION, Y FEDERACION!!!<\/strong><\/h2>\n\n\n\nLOS Ciudadanos de la jurisdiccion de Austin reunidos en una junta p\u00fablica se dirigen \u00e1 sus conciudadanos de Coahuila y Texas. Esta jurisdiccion deplora sinceramente la presente situacion desgraciada de la Rep\u00fablica Mexicana en union de todo amanto de la libertad, se lamenta de ver la triste postracion \u00e1 que se haya reducido el principio federativo republicano y la creacion de un gobierno de un Dictador sobre sus ruinas. Se lamenta que las esperanzas de los patriotas, y de los vivos deseos de un pueblo numeroso apenas se libraba de la horrible prision que lo sugetaba al gobierno espa\u00f1ol se hayan frustrado tan repentina \u00e9 inesperadamente y que un sistema igualmente despotico se les imponga de nuevo. El pueblo de Texas tiempo ha que observa y palpa los abusos del gobierno general y hace mucho tiempo que se ha convencido que la tendencia del gobierno ha sido la destruccion de la constitucion y del establecimiento de diferente forma; pero siendo pobladores tan recientes y solo ciudadanos por adopeion ense\u00f1ados desde su ni\u00f1ez \u00e1 reverenciar y respetar \u00e1 la legislacion nacional han mirado en silencio agresiones que no podrian ser justificadas, y usurpaciones que han manifestado peligro, se han contentado con vivir sin quejarse y aun sin sugerir la inconstitueionalidad de tales madidas. Han dejado \u00e1 los estados nativos \u00e9 los hombres y ciudadanos del pais el derecho de protestar, y el deber de oponerse. Aun ahora la voz de queja no se habria abrazado \u00e1 no haber sido las usurpaciones y pasos abanzados del gobierno general que se han estendido hasta el estado de nuestra adopcion y aun amenazado la destruccion de nuestras personas. Nuestros sentimentos, nuestras nociones y nuestras miras han sido materia de revoluciones y malas interpretaciones entre nuestros hermanos Mexicanos. Jam\u00e1s hemos sido enemigos de los Mexicanos, jam\u00e1s opositores de la constitucion, siempre nos hemos adherido religiosamente \u00e1 la constitucion como la hallamos, siempre continuaremos haciendolo asi mientras la memoria nos recuerda su merito, y la integridad de su valor. No hay aliciente tan grande que nos pueda inducir \u00e1 apartarnos de la linea clara de nuestro deber, y no hay fuerza suficiente formidable que nos pueda evitar una libre espresion de nuestros sentimientos. Cr\u00e9emos que el gobierno general y los respectivos estados son unas soberanias independientes que respectivamente se les asignan por la constitucion, consideramos que los estados convinieron on el pacto social de su propia y libre voluntad \u00e1 fin de asegurar mas eficazmente el que de nuestras libertades que habian ganado, y para llevar adelante con mas harmonia y prosperidad las operaciones del gobierno: consideramos que el gobierno general fue creado para objetos enteramente esteriores y que \u00e1 los estados se dej\u00f3 la regularizacion de sus negocios interiores. Una invasion por cualquiera poder de los derechos de otro es igualmente peligrosa, \u00e9 igualmente se debe resistir. Tal invasion se ha cometido por el gobierno general contra la soberania del Estado de Coahuila y Texas. 1. \u00b0 En las personas de los representantes del congreso nacional cuando se le evit\u00f3 con la fuerza militar el desempe\u00f1o de los deberes de su empleo. 2. \u00b0 En el decreto del Presidente ordenando una nueva eleccion de empleados en oposicion \u00e1 lo que se habia hecho constitucionalmente. 3. \u00b0 En el decreto del congreso general que destruye la milicia civica, y requiere de los estados la entrega de sus armas. 4. \u00b0 En la ley del congreso general en que quita al estado de Coahuila y Texas un derecho constitucional para dar cartas de ciudadania \u00e1 sus colonos. 5. \u00b0 En el arresto por las tropas permanentes de D. Agust\u00edn Viesca, el gobernador constitucional del estado. 6. \u00b0 En el reciente decreto que declara tiene el congreso general derecho y facultades para alterar la constitucion segun le paresca sin sugetarse \u00e1 las restricciones prescriptas en el sagrado instrumento. 7. \u00b0 En la creacion de un dictador con poder absoluto el cual no tiene otra norma para dirigir su conducta que su propiu voluntad v capricho. 8. \u00b0 Y por \u00faltimo en otros numerosos actos todos manifestando un total olvido de los de rechos de los estados, y una deterrninacion de las presentes autoridades que dominan \u00e1 la nacion de destruir en su totalidad el sistema Federal republicano. Contra todos estos actos y violaciones todos estos abusos y usurpaciones el pueblo de Texas solemnamente protesta, y resuelto como esta \u00e1 no sucumbir jam\u00e1s \u00e1 ellas ha creido de su deber hacer esta declaracion al gobierno y esta apelacion \u00e1 los pueblos.<\/p>\n\n\n\n
Este pueblo sostendr \u00e1 la constitucion Federal y la constitucion del estado de Coahuila y Texas segun se adoptaron originalmente y ahora ecsisten.\u2039Sostendr\u00e1 \u00e1 todo trance al gobierno del estado, y todos los dem\u00e1s empleados en el desempe\u00f1o de sus deberes.\u2039Estas dos resoluciones se observar\u00e1n en su concepto todos los deberes que se podria exigir como ciudadanos y en ellas no se contiene mas que aquellas sentimientos que deberia tener todo amante de la libertad constitucional en toda la rep\u00fablica. En el sostenimiento de esta declaracion lo mismo que nuestros padres en la revolucion nos ofrecemos \u00e1 cada uno nuestras vidas y fortunas, y nuestro sagrado honor, y solo abandonaremos la contienda cuando hayamos destruido hasta la yerba mas inferior que crece en nuestra tierre, y derramado la \u00fa1tima gota de sangre que circula en las venas del \u00faltimo hombre en nuestro Texas. \u00a1Ciudadanos adoptivos de Texas! la voz de la libertad que sale de las ruinas de vuestra constitucion os llama \u00e1 su defensa; la constitucion violada y la hollada soberania de nuestro estado os llama \u00e1 obedecer vuestros juramentos en su defenea y sostenimiento. Se os hace saber en te.minos nada equivocos que vuestros carisimos derechos estan envueltos en la lucha; que vuestro gobernador es prisionero en manos do los militares y por ellos es perseguido vuestro congreso, y que en este momento estais sin gobierno eseptuando el de un dictador, y el militar; Y no solo esto, se os dice que el dictador esta ya concentrando sus fuerzas para marchar contra Texas y contra el pueblo de Texas en que descansa la ultima esperanza de la libertad de la rep\u00fablica: si titubesis, \u00f3 temeis por un momento la contienda todo se pierde: si marchais \u00e1 encontrar al enemigo con vuestra acostumbrada firmeza vuestro pais ser\u00e1 redimido.\u2039Plantad el estandarte de la soberania de los estados y jurad sostenerlo, y marchareis viptorioses sobre todas las dificultades, quitareis toda oposicion, y libertareis \u00e1 vuestra constitucion y \u00e1 vuestras autoridades. Har\u00e1n mas que todo esto: despertareis la dormida energia de los liberales de la Republica, y animareis \u00e1 los valientes y visarros Mexicanos en todo nuestro pais, y la libertad y la constitucion se lebrar\u00e1 de la prision en que las tiene el enemigo. \u2039Conciudadanos de Coahuila la contienda mas noble en que jam\u00e1s ha entrado el honibre es la contienda por la libertad. El mundo entero ha visto con placer la resistencia heroica que habeis hecho contra el despotismo espa\u00f1ol: un pueblo libre y simpatizdor que es congratul\u00e9 en aquella voz os implora en esta epoca turbulenta que de nuevo sacudais el yugo, que de nuevo encontrareis \u00e1 el enemigo, que de nueva resolvais ser libre, \u00f3 morir, y que emancipeis \u00e1 vuestra contitucion y \u00e1 vuestro gobernador. Solo teneis que declarar que asi lo quereis; solo un esfuerzo intrepido y unido teneis que hacer y la victoria es vuestra.\u00adSolo teneis que resolver vuestra libertad y la Diosa descanesar\u00e1 en vuestro estandarte.\u2039Vuestros conciudadanos de Texas jam\u00e1s os abandor\u00e1n en tan noble lucha. Los hallareis unos firmes \u00e9 invariables sostenedores de la constitucion; y los enemigos acerrirnos de sus opositores. \u00a1Sostendr\u00e1n la constitucion y las autoridades del pais de su adopcion \u00f3 su sangre regar\u00e1 y enriquecer\u00e1 \u00e1 este suelo !\u2039Perse verar\u00e1n inviolables sus derechos segun los asegura la constitucion \u00f3 dejar\u00e1n \u00e1 Texas un horrible desierto. Pero semejante peligro no temen conocer sus fuerzas en Texas y fuera de Texas: saben muy bien que diez mil carabinas que tienen para la defensa de sus derechos no so han de alzar en sus pacificas casas hasta que esos derechos no se hayan asegurado de nuevo. No hay poder suficiente en el gobierno mexicano para echarlos fuera del pais, y saben que cualquiera fuerza que venga contra ellos solo vendr\u00e1 \u00e1 encontrar la victoriosa venganza de un pueblo que siempre ha sido valiente y siempre ser\u00e1 libre, por nosotros nada tenemos que temer. En Texas somos invencibles, pero deseariamos que vosotros fueseis libres; os lo rogamos por la memoria de la libertad que hasta ahora habeis gozado, por la tirania que antes habeis sacudido, por el dulce, el sagrado, el carisimo nombre de libertad que volvais \u00e1 empu\u00f1ar vuestras espadas y que obreis como los hijos de los libres, y como los libres descendientes de vuestros patrioticos antecesores! Os suplicamos no hagais vanas las esperanzas de vuestra hermana rep\u00fablica del norte, de que siempre continuareis creciendo un pueblo libre y prospero.-\u00adNo entregueis vuestros hogares, vuestros altares y vuestro pais al enemigo de vuestra Libertad. \u00a1\u00a1 Liberales de la Republica ! ! Los ojos del mundo civilizado estan sobre vosotros: estan indignados de ver la conducta traicion\u00e9ra de vuestro enemigo. Simpatizan en vuestsras desgracias, y todo patriota en todas partes del muado ofrece sus oraciones al cielo, de que aun desperteis de vuestra apatia y sereis libres! Animaos y levantad de nuevo sobre vuestso suelo la bandera de la libertad, de nuevo jurad que sostendreis con vuestra sangre y tesoro el sistema federativo republicano. \u00a1Levantaos republicanos y vuestro amado pais ser\u00e1 salv\u00f3! Jurad conquistar \u00f3 morir, y la omnipotencia de la verdad pronto decidir\u00e1 en vuestro favor como lo ha hecho antes de ahora. Vuestras luchas contra el enemigo de la libertad constitucioual y no tienen para que vivir cuando se destruya vuestra forma de gobierno Republicano Federal deben primero morir que sucumbir \u00e1 la aristocracia. Cumplid pues vuestros juramentos que habeis hecho al mundo y \u00e1 la nacion, de sostener la constitucion del gobierno segun fue adoptada, y dad esta prueba \u00e1 todas las naciones de que erais justificados cuando declarasteis \u00e1 la Espa\u00f1a,que todos los hombres por la naturaleza eran iguales, y todos dabian ser libres. Abrasad fuertemente los pilares de la constitucion y solo la debeis abandonar cuando sean sacrificados en su total ruina. Tomad por vuestra \u00faltima esclamacion, aun en la \u00faltima hora de espirar, estas palabras: \u00a1\u00a1 LA CONSTITUCION DE LOS ESTADOS UNIDOS MEXICANOS!! Conciudadanos en Texas teneis una obligacion sagrada que eumplir, desde vuestra ni\u00f1ez se os ha inculcado cuan cara es la libertad y cuan odiosa la tirania. Vuestros padres fueron los que primero plantearon en el suelo de la America el estandarte de la libertad con su sangre, y con sus tesoros compraron y os dejaron en posesion de tan valiosa esencia. Debeis sostenerlo firmemente hasta el morir. Vuestros hermanos de los Estados Unidos del Norte, os desean muy mucho la victoria y en la hora del peligro ocurrir\u00e1n en millares en vuestro socorro: por todas partes se os dir\u00e1 que vuestra causa es justa, vuestros esfuerzos plausibles, y cada madre y dada hermano ofrecer\u00e1 al cielo sus oraciones para que en la hora del peligro ninguno de sus amigos sea traidor \u00e1 su patria. Liberty, Constitution and Federation!<\/p>\n\n\n\n
\tThe citizens of the Austin jurisdiction, assembled in a public meeting, address their fellow citizens of Coahuila and Texas. This jurisdiction sincerely deplores the unfortunate present situation of the Mexican Republic in union with complete love of liberty, regrets to see the sad prostration to which the federate republic initiative has been reduced, and the creation of a government of a Dictator over his ruins. It regrets that the hopes of the patriots, and the burning desires of a numerous people scarcely liberated from the horrible prison that bound them to the Spanish government, have been so suddenly and unexpectedly frustrated, and that an equally despotic system is once again imposed upon them. The people of Texas have long time observed and felt the abuses of the general government, and has long ago been convinced that the tendency of the government has been to destroy the constitution and establish a different form; but being such recent settlers and citizens only by adoption, taught since childhood to revere and respect the national legislation, have silently watched aggressions that could not be justified and usurpations that have manifested danger, have contented to live without complaint and even without suggestion as to the unconstitutionality of such measures. We have left the native states and the men and citizens of the country the right to protest, and the duty to object. Even now, the voice of complaint would not have been embraced, had the usurpations and advanced steps of the general government not have extended to the state of our adoption and threatened the destruction of our people. Our sentiments, our notions and our intentions have been the subject of revolutions and misinterpretations amongst our Mexican brothers. We have never been enemies of Mexicanos, never opponents of the constitution. We have always adhered religiously to the constitution as we find it. We will always continue to do so while memory reminds us of its merit, and the integrity of its value. There is no incentive so great that could induce us to part from the clear line of our duty, and there is no force sufficiently formidable that could cause a free expression of our sentiments to evade us. We believe that the general government and its respective states are independent sovereignties, which are respectively assigned to them by the constitution, we consider that the states agreed on the social pact of their own free will after most efficiently assuring that our liberties had been gained, and in order to carry forward the operations of the government with more harmony and prosperity: We consider that the general government was created for entirely exterior objectives, and that the states were left with the regulation of interior business. An invasion of the rights of others, by any power, is equally dangerous, and should equally be resisted. Such an invasion has been committed by the general government against the sovereignty of the state of Coahuila and Texas: <\/p>\n\n\n\n
1.\tIn the people of the representatives of the national congress when it avoided, with military force, the fulfillment of its duties of office.
\n2.\tIn the President\u2019s decree ordering a new election of employees in opposition to what had been done constitutionally.
\n3.\tIn the decree of the general congress that destroys the civil militia and requires the states to turn in their weapons.
\n4.\tIn the law of the general congress, which takes from the state of Coahuila and Texas the constitutional right to give letters of citizenship to its colonists.
\n5.\tIn the troops\u2019 permanent arrest of D. Agust\u00edn Viesca, the constitutional governor of the state.
\n6.\tIn the recent decree, which declares that the general congress has the right and faculty to alter the constitution as it sees fit, without abiding by the restrictions prescribed in the sacred instrument.
\n7.\tIn the creation of a dictator with absolute power, who has no norm to direct his conduct except for his own will and caprice.
\n8.\tAnd finally, in numerous other acts, all manifesting a complete oversight of the rights of the states, and a determination on the part of the present authorities to dominate the nation and destroy the federal republic system in its totality.
\nAgainst all of these acts and violations, all these abuses and usurpations, the people of Texas solemnly protest, and resolve as such to never succumb, have believed it their duty to make this declaration to the government and this appellation to the people. <\/p>\n\n\n\n
This people will uphold the federal constitution and the constitution of the state of Coahuila and Texas according to how it was originally adopted and now exists. We will uphold the government of the state at all costs, and all other employees in the fulfillment of their duties. These two resolutions will observe in concept all of the duties that could be demanded of citizens, and do not contain more than those sentiments that should be possessed by all lovers of constitutional liberty throughout the republic. In the upholding of this declaration, we offer to everyone, the same as our fathers in the revolution, our lives and fortunes, and our sacred honor, and will only abandon the cause when we have destroyed even the most inferior weed that grows in our land, and have spilled the last drop of blood that circulates in the veins of the last man in our Texas. Adopted citizens of Texas, the voice of liberty that escapes from the ruins of your constitution calls for your defense; the violated constitution and the trampled sovereignty of our state calls for you to obey your oaths in its defense and upholding. It makes known to you in unequivocal terms that your most costly rights are enveloped in struggle; that your governor is prisoner at the hands of the military, which also persecutes your congress, and that in this moment you are without a government, excepting one of dictatorship and military; and not only this, it tells you that this dictator is already concentrating his forces to march against Texas and against the people of Texas, in which rests the last hope of the liberty of the republic: if you waver or fear for one moment the cause loses everything: if you march to encounter the enemy with your usual firmness your country will be redeemed. Plant the banner of the sovereignty of the states and swear to uphold it, and march victoriously over all difficulties, remove all opposition, and liberate your constitution and your authorities. You will do more than all this: you will awaken the sleeping energy of the liberals of the Republic, and you will motivate the brave and courageous Mexicanos throughout our country, and you will free liberty and the constitution from the prison in which the enemy holds them. Fellow citizens of Coahuila, the most noble cause into which man has ever entered is the cause of liberty. The entire world has seen with pleasure your heroic resistance against the Spanish despotism: a free and sympathetic people that congratulates you, in that voice, implores you in this turbulent time to once again shake the yoke, once again meet the enemy, once again resolve to be free or die, and that you shall emancipate your constitution and your governor. You only have to declare your love for it in this way; you only have to assemble an intrepid and united force, and the victory is yours. You only have to resolve your liberty and the goddess will rest in your banner. Your fellow citizens of Texas will never abandon you in such a noble fight. You will find them firm and invariable upholders of the constitution; and the enemies will close in on their opponents. They will uphold the constitution and the authorities of the country of their adoption, or their blood will water and enrich the ground! In yourself you will see your rights inviolable as the constitution assures them or you will leave Texas a horrible desert. But your forces in Texas and out of Texas do not fear to meet similar dangers: they know very well that the ten thousand carbines that they have for the defense of their rights will not rise in their peaceful houses unless those rights have not been newly assured. There is not enough power in the Mexican government to throw them out of the country, and they know that any force that may come against them will only come to meet the victorious vengeance of a people that has always been brave and will always be free, we have nothing to fear. In Texas we are invincible, but we desire that you would be free; we beg you, for the memory of liberty that you have, until now, enjoyed, for the tyranny that you have shook once before, for the sweet, the sacred, the costly name of liberty, that once again you brandish your swords and labor as the sons of the free, and as the free descendents of your patriotic ancestors! We beseech you, let not the hopes of your sister republic of the north be in vain, always continue to grow, a free and prosperous people. Do not give over your homes, your altars and your country to the enemy of your liberty. Liberals of the Republic, the eyes of the civilized world are upon you: they are indignant from seeing the treacherous conduct of your enemy. They sympathize with your disgraces, and all patriots in all parts of the world offer their prayers to heaven that your apathy will awaken still and you will be free! Take heart and raise anew the banner of liberty over your ground, swear anew to uphold with your blood and treasure the federal republic system. Rise up republicans and your beloved country shall be saved! Swear to conquer or die, and the omnipotence of the truth will soon decide in your favor as it has done before now. Your fight is against the enemy of constitutional liberty and there is no reason to live once our form of Federal Republic government is destroyed, you should die before succumbing to the aristocracy. Fulfill the oaths that you have made to the world and to the nation, uphold the constitution of the government as it was adopted, and give proof to all nations that you are justified when you declare to Spain that all men, by nature are equal, and all should be free. Strongly embrace the pillars of the constitution and only abandon it when you are sacrificed in its complete ruin. Take for your last exclamation, even in the last hour of breath, these words: THE CONSTITUTION OF THE UNITED MEXICAN STATES! Fellow citizens in Texas, you have a sacred obligation to fulfill. Since your childhood it has been inculcated in you just how precious is liberty and how odious is tyranny. Your fathers were those who, with their blood, first planted the banner of liberty in that American ground bought by their treasures, and who left you in possession of such a valuable essence. You should firmly uphold until death. Your brothers of the United States of the North heartily wish you the victory and in the hour of danger will come by the thousands to your aid: it is said everywhere that your cause is just, your efforts applaudable and every mother and given brother will offer to heaven their prayers so that in the hour of danger none of your friends might be a traitor to their country.
